   The Ref says:

   NEVER! The R1 has final say. The R2 protects and serves the R1. The R2 does not “over rule” the R1. If the R1 points the wrong way…step out and make sure they point to the correct side. Step up to the side line and show the correct signal followed by the point signal. Remember, just because the R2 whistles net on team B, the R1 might have a ball handling fault on team A that happened first. IF, the R1 is confused, step up to the sideline and request “ASK” to come across the court to discuss a situation. This should not happen very often and an R2 should never just walk across the court to talk to the R1. This appears to all watching that the R1 is not in control. An experience R2 learns how to help the R1 by communicating across the court.
   Page 20-24 of the rule book provide responsibilities of the R1-R2
   Page 21 Rule 5 Section 4 Art 3 A) states that the first referee is the head official who shall: 1. 2. 3. 4. clearly spells it out. The R1 Makes the final decision when there is a disagreement between officials. So never over rule a R1, Help them come to the correct decision if possible. Good R1’s know this and are always willing to work with their R2 if they are incorrect.
