The Ref says:
If the R2 initiates, he/she steps up to the sideline and whistles and shows yellow/red card over the wrist on the side that is getting the sanction. The R1 whistles and calls the captain to the stand and verbally tells the captain that this is delay sanction (warning/penalty) and pulls out the card and places it over the wrist on the side that is getting the sanction.
If the R1 initiates….they whistle and call the captain over and explain the delay and show the signal with the card while the captain is at the stand and the R2 does not show(repeat){be ready to explain to the coach} but always makes sure the sanction is recorded properly on the score sheet
