Are players allowed to change jerseys in public? If not, what is the proper sanction? Where should they be directed to change?

NO! What does the rule say? Rule 4-2 Art. 7…Removal of any part of the uniform, excluding shoes, while in the playing area is UNSPORTING CONDUCT.
OK….it’s an individual yellow card. Where do they change? any where not in the playing area. Penalty….use common sense. Call the captain over and remind her that removing the uniform top in the playing area is subject to sanction. Go remind your team this is unsporting conduct. Now, if you choose to card the situation, your in the right. Must you card? No, but you have to use the captain to warn them not to do it again. You want to catch this early in the season so you don’t hang the rest of the cadre out to dry during the season.
If you do card, while the captain is at the stand, pull out the card and verbalize, this is for player #_ _ for unsporting conduct. Tell the captain to have the player acknowledge they have received a sanction (with a hand wave to the R1)for unsporting conduct…removal of the uniform in the playing area.
