Double violation involving both teams
Match point. R2 has net violation by receiving team. Whistle blown. By rule end of game. Right? The ball hits the net and falls to the floor on the serving team’s side.
R1 over rules R2 and does a re-serve.
Shouldn’t the play be dead on the first whistle?
In this case, you have a very tough call. I am sure no one wants to see match point played out like that, do they? Of course, your scenario does not necessarily mean the game would have ended. So you want to make sure you get the call correct or you could be hurting the team trailing in the score and keep them from receiving an “earned”point.
In the scenario you have described the violation is NOT simultaneous. Trusting that the net call is “after” the server has actually served the ball (made contact) to make it a “live” play.
Let’s say the R1 whistles and calls for serve. Player R3 (receiving team) places her hand on the net prior to the ball being contacted. Since the ball is not yet “live” there is no violation. It is only after the ball has been contacted that the play is “live” and consequently, a fault would have been committed.
It sounds as if the R2 blew his/her whistle for contact with the net and then the ball landed in the net (following a legal serve). The violation, therefore, would be on the receiving team and a point awarded accordingly.
A different scenario with the same result: Receiving team player R2 and player R3 are overlapped. The R1 whistles and beckons for serve. It is only when the ball is contacted that the receiving team is in violation (not prior). The server (who has now made contact) hits the ball into the net. The instant contact is made with the ball by the server the receiving team is in violation. Therefore, the ball hit into the net is not a simultaneous fault. The whistle for the overlap stopped the play resulting in a dead ball at that moment.
A simultaneous violation must occur at the same moment, otherwise, the first violation is the one that should be acknowledged.
